North Carolina General Statute 160A-173 requires all towns to appoint a city attorney to serve as legal adviser for the Town Council. The firm Sumrell Sugg, located in New Bern, provides legal representation for the Town Council. Attorney David Baxter is the town’s primary attorney at Sumrell Sugg. The attorney is not a town employee. The attorney works directly for and at the pleasure of the Town Council.
