    Mission Statement

    The mission of the River Bend Police Department is to enhance the quality of life in the Town of River Bend by working cooperatively with the public and within the framework of the United States and North Carolina Constitutions to enforce the laws, preserve the peace, demonstrate professionalism, reduce fear and provide for a safe environment. We hold in great regard the trust our community bestows upon us, and we take personal responsibility in nurturing and promoting that trust.

    Golf Carts as Transportation

    River Bend residents may drive their properly equipped golf carts on Town streets provided that they are inspected by and registered with our Police Depart­ment. Inspection and registration are ­required annually. The registration fee for each golf cart is $10.

    Golf Cart Inspection Process

    The Police Officer performing the inspection will examine the cart to see if it complies with the requirements of the ordinance. In particular, they will look for and/or need to know:

    • Make/Model of the Cart
    • Vehicle Identification Number
    • Proof of Liability Insurance
    • Does it have a rear vision mirror?
    • Does it have rear reflectors?
    • If it is going to be operated at night, does it have proper lighting?
    • Do the brakes work?
    • Does the cart appear to be in safe operating condition?

Traffic Section

Police Officer Jason Detwiler

The Community Traffic Enforcement Section utilizes traffic enforcement resources to not only address traffic related concerns throughout the city, but also is effectively used in conjunction with other policing efforts to address ongoing crime trends and concerns in specific areas of the city. Strict enforcement is used in correlation with positive community contacts, such as traffic safety presentations, to help reduce the number of deaths, injuries, and crashes as well as the occurrences of serious traffic offenses occurring within the jurisdiction.

The officers assigned to the additional duties are responsible for handling the majority of the traffic crashes and other traffic related concerns that occur within the Town of River Bend. The officers assigned to this unit are specially trained in the advanced investigation and reconstruction of major traffic crashes (those resulting in fatal or serious injuries likely to result in death) and they use these skills on nearly all major traffic crashes that happen in city.

In addition to their advanced crash investigation skills, the officers assigned to the S.T.E.P. Unit have advanced training in the many different traffic enforcement and traffic investigation areas that include:

  • RADAR
  • Detection of Impaired Drivers and Field Sobriety Testing
  • Highway Drug Interdiction

The Traffic Section bases its focus on the "3Es": education, enforcement and engineering. Traffic officers are available to educate citizens on proper seatbelt and child safety seat installation, and to review or explain North Carolina traffic laws at community watch meetings or other public gatherings. National traffic research has shown the two main causes of crashes to be speed and inattentiveness. To reduce crashes, the Traffic Unit focuses enforcement efforts in areas of frequent crashes and traffic related complaints of speeding and unsafe driving.
